    Each Partner Agency must designate at least one staff member to serve as the HMIS/Comparable Database Data Quality Officer. The Data Quality Officer serves as the agency’s primary point of contact for data quality, accuracy, completeness, and reporting within the Dallas & Collin County CoC Data Systems. The Data Quality Officer is responsible for monitoring and supporting these functions across the agency’s HMIS/Comparable Database projects.

  • The Data Quality Officer will:

  • * Serve as the primary liaison between the Collaborative Housing Organization (CHO) and CoC Data Systems Leads on matters related to data quality, reporting, and system use.
    * Serve as the CoC subject matter expert for CHO data quality standards and reporting requirements.
    * Support end users with system navigation, data entry standards, and data quality improvement efforts.
    * Ensure all end users complete required training before accessing the database and for any system or data standard updates.
    * Maintain the accuracy, completeness, and timeliness of client data, user data, and CHO information in accordance with the All Neighbors CoC Data Quality Management Plan.
    * Monitor and enforce compliance with ethical data collection, entry, and retrieval practices in accordance with HUD HMIS Standards or HMIS Comparable Database Manual, and all applicable HMIS Policies and Procedures.
    * Communicate updates on project funding, status, and bed/unit inventory, and ensure project profiles are completed as required to the appropriate Data System Lead(s).
    * Serve as the designated authority for submitting all HMIS New User Requests and guiding new users through the process to gain system access.
    * Verify, in coordination with the agency’s HMIS/Comparable Security Officer (SO), that each user’s computer system meets all required security standards (including firewall configuration, virus protection, full system scan, and approved web browser).
    * Ensure agency users log in at least once per month by monitoring user activity and account access. Accounts inactive for 60 days will be locked; 90 days of inactivity requires refresher training, and 6 months or more of inactivity requires full New User Training.
    * Immediately notify the appropriate Data System Lead(s) when an end user is no longer with the agency, including the systems from which access should be removed.
    * Serve as the primary point of contact for CoC reporting, including HIC and PIT activities, including coordination, data entry, validation, submission, and related CoC Data Systems communications.
    * Submit and participate in required Quarterly Data Quality Reviews.
    * Ensure adherence to the Data Quality Management Plan.
